A critical factor towards achieving a
successful interior completion is to ensure the client's expectations are
clearly understood and documented into the scope of work. These documents
define the interior and exterior parameters to be followed by the Completion
Center when designing, and building the interior, which is a very detailed process.
It has been proven that the use of

Service Proposal follows outlining the scope of work relating to a new
aircraft. This proposal would be based upon full time completion program
services.
Full Scope Completion Management Service
The Services outlined below will
encompass full time representation of the Completion Program Manager on behalf
of the owner from initial design to final delivery of the completed aircraft.
The initial up front definition,
development and refinement of the completion specification, layout package, and
design interface is one of the most critical elements in planning the entire
completion process. Listed below are a few thoughts for your consideration.
- If
the expectations and attention to detail are not thoroughly and completely
incorporated into the Completion Specification and Layout Package, there will,
without a doubt, be a considerable amount of mis-interpretation,
mis-communication, mis-understandings, and schedule delays and ultimately a
dissatisfied Owner.
- The
Completion Specifications and Layout Package are the documents that are
contractually binding with the Completion Center. If the effort is made up
front in the definition, this will in turn reduce the amount of Change Orders,
guess work by the Completion Center, and manufacturing errors.
- Following
up on issues is also a key factor in minimizing any type of impact to cost,
schedule and quality of the work. By taking a pro-active approach throughout
the entire completion process, we will not wait for an issue to get too far
downstream that it is not recoverable. Our goal is to deliver your aircraft on
time, within budget and with highest standards of quality.
Scope of Work - Completion
Management and Co-ordination
- Provide
input during the Contractual Negotiations (if applicable) as it relates to
certification, performance guarantees, service bulletins, inspections, warranty
provisions, in service considerations, pricing, inspections of cabinetry,
sub-contractor responsibilities, documentation and deliverables.
- Assist
in the Specification Development - Ensure that your expectations in terms of
quality, operational requirements, technology requirement, design details,
functionality are clearly identified within the written specifications and
layout package. It has been proven time and time again, that if your
requirements are not clearly documented, they will not be built into the
production process. Typically, the level of detail that is typically provided
by the Completion Center in the Specification and or layouts will not address
many of the quality and aesthetic issues that you may be expecting. It is
critical that these items are addressed. We will provide you with a list of
recommendations and suggestions for your consideration to be incorporated into
the respective documents following our review of the Completion Specification
and Layout package.
- Provide
input and recommendations on vendor and component selection to ensure that the
highest quality standards and technology are incorporated into the Completion
Specification and associated layout packages.
- Interface
and co-ordinate with the owner, your Designer (if applicable), and the
Completions Center's design group to ensure that your expectations are clearly
understood and implemented.
- Participate
in the Engineering Critical Design Reviews (with the owner) to ensure that the
installation and assembly drawings reflect the requirements specified in the
approved Layout packages. Follow up on all outstanding queries or concerns with
the Completion Center, Designer (if applicable), or the owner. Provide
recommendations in any engineering/design and mechanical conflicts.
- Participate
in the Component Accessibility Review to ensure that accessibility is built
into the components in the initial engineering phase.
- Monitor
the milestone schedule provided by the Completion Center and highlight any
potential problem areas to both the owner and the Completion Center for quick
resolution.
- Ensure
that the Completion Center complies with the terms and conditions outlined in
the Purchase Agreement.
- Maintain
an active documented record of all open items and issues and highlight any
potential problem areas. Follow up on all issues.
- Provide
a continuous flow of communications and information of activities to the
Company.
- Participate
in all Program or Status Reviews with the Completion Center. This review is
typically scheduled every three to four weeks and will review all open items
identified by the Customer and Completion Center.
- Participate
in all reviews of cabinets, seats and major installations and identify any
deficiencies early in the program to ensure timely corrective action. Maintain
an active log of all discrepancies or deviations detected.
- Review
and monitor the quality of the interior completion installations (to include
aesthetics, design, construction and fit) to ensure that the Aircraft complies
with the Specification and drawing package, from an Interior Completion
perspective.
- Monitor
snag lists, changes and modifications and recommend fixes associated with the
interior completion.
- Participate
in flight tests and cold soak flights along with other representatives of the
Company to detect any abnormalities associated with the interior completion and
ensure that the interior completion conforms to the Specification in flight.
- Participate
in the Delivery and Acceptance of the aircraft, co-ordinate any and all
Deviations from the approved documentation package, assist in the preparation
of all "Delivery Documentation" and entry
into service.
Technical Support - Green Aircraft Build
Perform the following tasks during
the Green Aircraft Build and Interior Completion phase:
- Visit
Aircraft on site during the Green Aircraft build at the production facility,
and provide an overview of the build status and condition, including digital
photographs. (Once a month)
- Monitor
all Open "E", Recommended and other "green aircraft" modifications, product
improvements and or service bulletins applicable to the Aircraft ("Open Service
Bulletins"). Provide recommendations on incorporation of specific
modifications, or product improvements.
- Review
Service Bulletin listing for effectivity.
- Monitor
the OEM to ensure they accomplish all effective and available Open Service
Bulletins requested by the Company as soon as practical during the Completion.
- Monitor
the OEM to ensure that all "advisory wires" and Airworthiness Directives
applicable to the Aircraft that are issued prior to delivery of the Aircraft,
and they shall be accomplished on the Aircraft prior to its delivery.
- Prepare
a pictorial file of Green Aircraft installations during Build process review's
during the common installations phase with a detailed description. (Format: CD
ROM) All such pictures will be returned to the customer after the completion of
the aircraft.
- Prepare a Green Aircraft Acceptance
Report detailing discrepancies found during the build of the aircraft and
report all such snags promptly to the owner.
Technical Support - Green Aircraft Completion Phase
- Perform the following tasks during
the Green Aircraft Build and Interior Completion phase:
- Monitor
the quality of the Interior Completion work from a technical aspect including
construction, installation and paint to ensure the Aircraft meets or exceeds
the Company's quality standards.
- Monitor
"critical path" schedules as it relates to the aircraft modifications, and
technical issues.
- Review
all Interior Completions installations to ensure that the Aircraft complies
with the Completion Specification and drawing package from a technical
perspective, and from an Aircraft maintenance perspective, including LRU's
location. (LRU-Line replacement Units).
- Prepare
and provide Discrepancy Reports for the owner's review based on the build and compliance of the Interior
Completion.
- Green
Aircraft Acceptance Report
- Under
floor Acceptance Report. (During Green Aircraft Common Installations).
- Cabinet
Conformity Report
- Participate
in flight tests and cold soak flights along with other representatives of the
owner to witness the flight test procedures, detect any abnormalities and
ensure that the Aircraft is not operating at or near its operating limits
during the green aircraft inspection and following the completion process.
- Review
all certification documentation submitted to the FAA or Transport Canada with
respect to obtaining an Export Certificate of Airworthiness and/or Certificate
of Airworthiness, as is made available by Bombardier.
- Subject
to the Confidentiality provisions hereof, prepare a pictorial file of Green
Aircraft and Completion installations during reviews of aircraft (or at the
OEM's production facility) and during the Completion process. (Format: CD ROM).
- Review
and provide input for the flight test and "cold soak" flight profiles to
Company chief pilot.
- Prepare
a Report that will have all Open Green aircraft items outlined with proper
dispositions. This detailed report will be forwarded to the owner, including
all technical aspects of the combined Green Aircraft and Interior Completion;
the findings will be then compiled by the Company on a combined Green
Aircraft/Interior Completions Open Items Report.
- Prepare
a pictorial file of Completed Aircraft installations during and after the
Completion phase with a detailed description. (Format: CD ROM). All such
pictures will be retuned to the customer after the completion of the
aircraft.
